PROJECT PROPOSAL SIDI HeaP - Statistical and Infectious Disease Information Health Portal

We are preparing a project proposal for the 2008 PHEA Public health “PROGRAMME OF COMMUNITY ACTION IN THE FIELD OF HEALTH (2008-2013)” call.

We would like to present our project idea and invite you to collaborate with us on this project.

PROJECT OBJECTIVE

Health reporting is a system of different products and measures aiming at creating knowledge and awareness of important Public Health problems and their determinants (in different population groups) among policy makers and others involved in organizations that can influence the health of a population." (Måns Rosén, 1998). In this aspect, adopted by the EU Public health Authorities and supported by the Partnership on Health Statistics much was done in the recent years. However, there is still strong need for a technically adequate, effective and accessible solution for Infectious disease reporting on national and regional levels. Increased international and regional cross border mobility and availability of health care services brings benefits and threats and thus the need for a much more dynamic and real time reporting and monitoring solution for European countries. This can be achieved with a well thought collaborative approach, supported by the latest technology, tested and proved in real live situations. The Statistical Infectious Disease information Health Portal (SIDI HeaP) is a web enabled health portal that enables gathering of public infectious disease and related data. It will enable and foster gathering and analysis of relevant statistical public health information related to infectious disease with the purpose of:

  • Becoming a single national or regional entrance point to data and information concerning infectious disease and public health.
  • Improving communication between all EU partners in the health process, related to control, surveillance and dealing with infectious diseases.
  • Setting general web based communication strategies to statistical health data reporting to enable flawless reporting at EU level.
  • Simplify regular ID health data reporting on national or regional level, considering the ethnical and ethical issues.
  • Enlarge national and regional public data accessibility for the purpose of analyses.

RELEVANT EVIDENCE BASE

New threats and consequences of infectious disease and infections are resulting from different social and natural factors. Social movements, increased number of population, globalisation and, as a consequence increased mobility of population, seek for accommodation of health care measures in establishing health safety and introduction to new more effective methods of infectious disease spreading prevention and control and linked threats and dangers.

In the frame of and EU project Inventory of Resources for Infectious Diseases in Europe (IRIDE) started in the year 1997 a research on compulsory and voluntarily reported infectious diseases, number of laboratories, institutions and systems in many European countries (27). Objective of the project was review and examination of resources for monitoring of infectious disease data with the purpose of an update and harmonization of databases. Results should set the base for a unified and simple system for internet enabled monitoring of Infectious diseases: European Union Public Health Information Network (EU-IDA EUPHIN) and Early Warning and Response System (EWRS) with the purpose of data exchange in preparation of new prevention activities for monitoring and surveillance systems. There was also plan to use this information to report outbreaks and epidemics to improve the preparedness on international level.

The way to gather data for reporting into EU-IDA EUPHIN (European Union Public Health Information Network) and HSSCD (Health Surveillance System on Communicable Diseases is responsibility of the national gatekeeper. The subject of this project is a web enabled service platform to support gathering information on

(1) Infectious diseases, including sexually transmitted diseases,
(2) Surveillance networks,
(3) Outbreaks,

that would support the national and regional data gathering to prepare nation reports and enable analyses of national data.
